Federal Emergency Management Agency (FEMA)

2008 – Present

The Federal Emergency Management Agency (FEMA) within the Department of Homeland Security (DHS) protects the safety and security of the nation by providing a system of preparedness and planning for protection, recovery, and mitigation in response to hazards and emergencies. Effective and efficient telecom management, especially for emergency personnel, is crucial to supporting the dynamic disaster recovery environment.

The Challenge

FEMA was transitioning from a multi-carrier telecom model to a more streamlined organization to obtain lower telecom prices but lacked the necessary personnel, technology, and financial resources to track and manage services, assets, and billing data from numerous vendors. To manage these processes while still enabling first responders to obtain telecom services as quickly as possible, particularly in times of disaster, FEMA wanted to obtain a single system to support wireline, wireless, and satellite services.

The Solution

TurningPoint delivers NiOS® as FEMA’s single enterprise telecommunication management solution to support telecom assets across wireless, wireline, and satellite accounts. Using NiOS®, FEMA is able to perform billing reconciliation to manage disaster budgets, track orders, and effectively manage all telecommunications equipment and services

The Result

  • Successfully transitioned 65,000 telecommunication assets from a single telecom vendor to multiple vendors in fewer than 60 days with no interruption to service
  • Diversified base of telecom service providers and cut costs by:
    • Identifying unneeded telecom services
    • Driving best value contract and rate plan optimization for each telecom service order
    • Recovering overpayments due to erroneous telecom bills
  • Improved compliance with Office of Management and Budget (OMB) Circular A-123 requirements
  • Accelerated device provisioning during more than 300 disasters through enhanced telecom and service management processes
