Food and Drug Administration (FDA)

The U.S. Food and Drug Administration (FDA) protects public health and the safety and security of human and veterinary drugs, biological products, medical devices, and our nation’s food supply. The FDA sought a solution to help reduce telecom expenditures, streamline operational processes, and enhance reporting.

The Challenge

The FDA’s Office of Information Management oversees ordering, installation, maintenance and internal cost allocation for telecommunications systems in 223 field offices and 13 laboratories throughout the United States and internationally. The FDA needed a solution that consolidated and centralized the complete lifecycle management of network and telecommunications assets across the agency. It also needed a system and process to efficiently merge transition of services to new contracts.

The Solution

Utilizing (NiOS®), TurningPoint’s expert telecom personnel assisted FDA staff in:

  • Tracking network and telecommunications services and equipment assets to orders, contract pricing, associated billing and vendor adherence to Service Level Agreements
  • Supporting contract transition from FTS2001 to Networx and from WITS to WITS3
  • Business Process analysis and workflow automation to improve telecommunications governance and financial accountability
  • Developing reports showing telecommunications costs down to the individual assets and organized by FDA center

The Result

  • 9 percent reduction in annual telecom spend
  • Consolidated view of network and telecommunications orders, inventory, and invoices across Networx and WITS3 contracts through a single portal interface
  • Adherence to Office of Management and Budget (OMB) Circular A-123 line of business directives
  • Enhanced cost allocation reports by organizational hierarchy and budget codes
  • Smooth, on-time transition to Networx contract
