Business Need

The transition from Networx, WITS3, and other GSA LSA telecom contracts to the Enterprise Infrastructure Services (EIS) contract introduces the potential for risks and increased resource demands in addition to those faced during the transition from FTS2001 to Networx. GSA indicates that EIS is twice as large as Networx, offers more services, includes three times as many service providers, and aims to cut in half the time required for implementation. Risks include:

  • Service disruptions,
  • Transition cost overruns,

  • Being subject to Government Accountability Office (GAO) or Office of Management and Budget (OMB) inquiries.
