Rockville, MD – June 7, 2011 – Turning Point Global Solutions, a software engineering and Information Technology (IT) professional services firm, today announced that it has been selected by the Centers for Medicare & Medicaid Services (CMS) to provide technology upgrades and maintenance support for two database applications currently used by CMS in its work to combat Medicare fraud, waste and abuse. Specifically, these applications are known as the CMS Complaints Database (commonly known as the Office of Inspector General (OIG) Hotline Database) and the Incentive Reward Program (IRP) Database. The CMS OIG Hotline Database is a repository of Medicare fraud allegations lodged by the public and investigated by both CMS Program Integrity Contractors and Law Enforcement. The IRP Database Application tracks incentive reward payments for eligible citizens who report potential fraud allegations that ultimately result in Law Enforcement referral and overpayment recoveries.

TurningPoint is upgrading both applications to Oracle RDBMS and Microsoft.Net-based Web Applications per the CMS Technical Reference Architecture requirements and guidelines. TurningPoint is also tasked with obtaining an Authority to Operate (ATO) for the upgraded and updated OIG Hotline Database application through an updated Certification and Accreditation (C&A) process. TurningPoint is conducting the daily operations and maintenance of the OIG Hotline Database, which includes addressing user access issues and other technology challenges experienced by users.
"TurningPoint will harness its extensive understanding and insight into Federal, HHS, and CMS guidelines, along with its wide-ranging experience in Web-based Enterprise Applications development, and deep knowledge of current security and software requirements (including FISMA and C&A), to deliver improved, enhanced, and compliant CMS database applications,” said David Hughes, Managing Partner and Co-Founder at TurningPoint.
