Rockville, MD – June 7, 2011 – Turning Point Global Solutions, a software engineering and information technology (IT) professional services firm, today announced that the Department of Homeland Security (DHS) selected their proprietary software solution, Network Inventory and Optimization Solution (NiOS), to establish a centralized Telecommunications Infrastructure Information Repository (TIIR) that will establish, maintain, consolidate, and make available a central data warehouse of telecommunications and IT asset infrastructure information throughout DHS HQ.
NiOS® is an IT Network Asset Lifecycle Management solution that TurningPoint developed to cost-effectively consolidate services across contracts and providers, improve manageability and tracking of key infrastructure assets, eliminate unnecessary expenses, simplify continuity of operations (COOP) planning, and comply with OMB mandates. This solution is currently deployed enterprise-wide at VA and FDA. FEMA is also implementing the solution to streamline operations and extract savings that can be reallocated to other mission priorities.

On this contract as a subcontractor, TurningPoint is providing the NiOS® solution, working, as members of a larger project team, with DHS in defining reporting requirements, workflow, user role needs, and system configuration. In addition, TurningPoint will maintain the software, manage any future changes, and provide tier-2 help desk support.
Once implemented, the TIIR database solution will comply with DHS Enterprise Architecture (EA) and DHS 4300 Security guidelines, be accessible via a secure, web based user interface, provide robust reporting capabilities to enable service optimization, and support telecommunications asset tracking during and after transition from FTS2001 to Networx. In support of these objectives the project team will support the collecting, normalizing and analyzing inventory data from multiple sources, and prepare a Consolidating TIIR Data Methodology for DHS approval. Additionally, the project team, led by Visionary Integration Professionals, will work with DHS stakeholders to reengineer DHS methods and procedures, and develop a concept of operations that incorporates the use of the TIIR for telecommunications lifecycle management. TurningPoint’s innovative approach involves skilled personnel and enabling technologies to ensure smooth transition to Networx, that validated inventory is maintained throughout the lifecycle of transition, and that all vendor invoices are appropriately reconciled to the accurate inventory.
“DHS’s award of this contract demonstrates the Government’s increasing recognition of NiOS® as a secure and comprehensive telecom and equipment asset management solution,” said Michael Edwards, Vice President of Federal Practice at TurningPoint. “When we implement this system we also streamline business processes and establish IT governance processes to help ensure achievement of customer goals. We continue to enhance this system to meet new needs and requirements.”
