Under individual task orders awarded under this BPA, TurningPoint will provide professional requirements engineering (including elicitation, development, documentation, and management of requirements), requirements training, and related information technology (IT) support (including but not limited to JAD support, testing support, and business rules engine support) for CMS. TurningPoint will leverage its Capability Maturity Model Integration (CMMI) Level 3-Agile Development expertise, coupled with deep understanding of CMS’s Information Technology (IT) environment gained through successful performance on six other IT contracts with the Agency.
“CMS is at the forefront of healthcare information technology,” said David Hughes, Managing Partner and Co-Founder at TurningPoint, “and we are eager to continue our partnership with the agency in developing, modernizing and effectively managing their information systems and technology.”
Effective requirements engineering is critical to the success of a development project because it proactively delineates the goals, functions, and constraints of hardware and software systems at the frontend and iteratively throughout of the software development lifecycle (SDLC).
“TurningPoint’s approach to requirements engineering and software development couples our rigorous and predictable CMMI Level 3 process management framework with the flexibility of our agile approach that enables frequent opportunities for course correction and ongoing customer feedback,” added TurningPoint CEO Bangalore Shivacharan. “This unique combination creates a development synergy that dramatically and continuously improves performance in all areas of the SDLC, including requirements engineering.”
