The Federal Emergency Management Agency (FEMA) protects the safety and security of the Nation by providing a system of preparedness and planning for protection, recovery, and mitigation in response to hazards and emergencies. Effective and efficient communication is paramount to this effort.

The Challenge: FEMA was transitioning from a single carrier to a multi-carrier configuration to promote competition and obtain lower telecom prices. This introduced complexity to their telecom environment as FEMA lacked the necessary human and financial resources to comprehensively track and manage services, assets, and billing data for services provided by numerous telecommunications vendors, with each vendor using different contracts and ordering/billing formats. FEMA needed to manage these processes while still enabling first responders to obtain telecommunication services as quickly as possible, particularly in times of disaster.

The Solution: TurningPoint is delivering the NiOS-based Telecommunications Lifecycle Management (TLM) solution, an industry-proven TurningPoint-built, DHS 4300A/FISMA complaint application. This empowers the FEMA Telecom PMO with the ability to track orders, effectively manage telecommunications equipment and services, and perform billing reconciliation, all without increasing headcount.

The Result: TLM concepts and planning were implemented during a major transition of 65,000 telecommunication assets from a single telecom vendor to multiple vendors in less than 60 days with no interruption to service. Emergency Response Teams will now have expedited access to telecommunication services through FEMA's enhanced telecom management process and automated service provisioning. The system is designed to enable FEMA to diversify its base of telecom service providers and cut costs by

  • Identifying unneeded telecom services,
  • Identifying the most favorable contract to use for each telecom service order
  • Recovering overpayments due to erroneous telecom bills
  • Reducing headcount by automating telecom management

The solution enables improved compliance with OMB Circular A-123 requirements through better management of telecom expenses.
