The Department of Veteran Affairs (VA) strives for high quality service to our nation’s veterans.  Approximately 70 million people (or about a quarter of the nation’s population) are potentially eligible for VA benefits. Efficient and effective communication must play a vital role in delivering service to a beneficiary base this large.

The Challenge:The VA recognized that in order to fully capitalize on the cost savings of procuring telecom services from multiple vendors, they needed an order management system with the ability to track inventory of telecom services and enable them to efficiently process service orders. In addition, they required:

  • Spend
  • Usage
  • Trends
  Improved budgeting, planning and monitoring of telecom activities

The Solution:TurningPoint expert telecom personnel, supercharged with NiOS, an industry-proven TurningPoint-built, FISMA complaint application, delivered an enterprise level ability to manage VA’s telecommunications infrastructure from initial service order requisition process handling to service order fulfillment, and billing validation and reconciliation per the Federal requirements and processes. TurningPoint works with the vendors to minimize manual support through electronic supply chain management, which is facilitated via E-bonding in the NiOS application.

The Result:
  • VA now has a single system that supports all its telecom services and provides an enterprise level view of all its several hundred thousand assets, services, multiple vendor interfaces and contracts.
  • TurningPoint has enabled VA to improve order processing times for switched voice orders by 81%.
  • The VA telecom group is positioned to transition to the Networx contract in advance of most other Agencies transitioning to Networx.  VA was recognized by GSA IMC for the technical excellence of their transition, which was largely eased by NiOS and TurningPoint’s efforts.
